环境规制对长三角地区城市生态福利绩效的影响

Impact of Environmental Regulations on Urban Ecological Welfare Performance in the Yangtze River Delta

文章构建城市生态福利绩效评价指标体系,运用SBM超效率模型测算了长三角地区2011—2017年27个城市的生态福利绩效,研究了环境规制对长三角地区城市生态福利绩效的影响。研究表明:(1)长三角地区城市生态福利绩效存在城市间差异大、内部分布不均衡等问题,且多数城市处于DEA无效率状态;(2)环境规制在长三角地区存在创新补偿效应;(3)外商直接投资水平对城市生态福利绩效有显著的正向提升作用,第二产业结构比重上升会降低城市生态福利绩效;城市经济发展会改善城市生态福利绩效,城市人口密度对城市生态福利绩效无显著影响。

This paper constructs an urban ecological welfare performance evaluation index system,and then uses the SBM super-efficiency model to measure the ecological welfare performance of 27 cities in the Yangtze River delta region from 2011 to2017.Finally,based on the panel Tobit model,the paper studies the impact of environmental regulations on the urban ecological welfare performance in the Yangtze River delta region.The research shows that:(1)the ecological welfare performance of cities in the Yangtze River delta region has problems of large urban differences and unbalanced internal distribution,and most cities are in a state of inefficient DEA;(2)environmental regulations have innovation compensation effects in the Yangtze River delta region,which stimulates technological innovation in enterprises,and reduces enterprise costs and pollution,conducive to improving the urban ecological welfare performance in the Yangtze River delta region;(3)the level of foreign direct investment has a significant positive effect on improving the urban ecological welfare performance,and the proportion rise of the secondary industry structure will reduce urban ecological welfare performance;urban economic development can improve urban ecological welfare performance,but urban population density has no significant effect on urban ecological welfare performance.
