环境规制对产业用地效率的影响研究——以长三角地区为例

Effects and Mechanism of Environmental Regulation on the Efficiency of Industrial Land—An Empirical Study on the Yangtze River Delta

环境规制对于土地利用变化尤其是产业用地效率的影响日益受到广泛关注。本文着重探讨了环境规制对产业用地效率的影响机理,在此基础上通过构建计量模型,并利用2005—2016年长三角地区25个城市的面板数据,实证检验了环境规制对二产用地效率的具体影响。结果表明,二氧化硫去除率、烟(粉)尘去除率、固体废物综合利用率的提高对于二产用地效率的变化有着正向影响;环境规制强度的增加有助于促进二产用地效率的提高;进一步地,对处于不同产业主导阶段的城市,环境规制对二产用地效率的影响有所差异,固体废物综合利用率与二氧化硫去除率分别对二、三产主导型城市影响显著。论文最后从提升产业用地效率的角度提出了相关政策建议。

The impact of environmental regulation on land use,especially industrial land use efficiency,has received increasing attention.Based on an examination of the influence mechanism of environmental regulation on the utilization efficiency of industrial land,this study built an econometric model with the panel data of 25cities in the Yangtze River Delta region from 2005to 2016,and tested and analyzed the specific effects of the environmental regulation on the utilization efficiency of the secondary industry land.The results show that,in general,the removal rate of sulfur dioxide and smoke dust as well as the comprehensive utilization rate of solid waste have a positive impact on the change of utilization efficiency of the secondary industry land.The increase in the intensity of environmental regulation enhances the utilization efficiency of the secondary industry land.Further,the effects vary among cities.For the cities with a dominant secondary industry,the effect of the comprehensive utilization rate of solid waste was obvious.While for the cities with a dominant tertiary industry,sulfur dioxide removal rate has a significant effect.Finally,the paper puts forward relevant policy recommendations from the perspective of improving land use efficiency.
