市域社会治理现代化的理论认知与实现途径

Modernization of Social Governance in Municipal Administrative Areas:Theory and Application

市域社会治理是国家治理体系现代化重要基石、城乡社会融合发展的基本和有效化解社会矛盾的基础,其内涵是以美好生活为目标、以多元组织为主体、以公共服务为核心、以社会质量为关键的城乡社会均衡发展。本文在总结市域社会治理的概念、特点、关键因素进行理论认知的基础上,提出在实践市域社会治理的过程中,要以公共需求为导向、以社会承载力为基础、以创新社会治理系统为核心、以社会力量支持为关键,综合运用"微治理""协治理""善治理""巧治理",提升居民幸福感、主体感、获得感及大数据感。

Municipal social governance is an important cornerstone of the modernization of the national governance system,providing the basis for the integrated development of urban and rural society,and for effectively resolving social conflicts.Its connotation is the balanced development of urban and rural society.It aims at a better life,taking diversified organizations as the main body,public services as the core,and social quality as the key.Summarizing the concept,characteristics and key factors of tunicipal social governance,this paper proposes that we should take public demand as the guide,social bearing capacity as the foundation,innovative social governance system as the core and social power support as the key.At the same time,it is proposed to comprehensively use"micro-governance","co-governance","good governance"and"smart governance"to improve residents’awareness of happiness,subjectivity,acquisition and big data.
