Basic Concepts,Core Issues,and Future Trends of Digital Government——Perspective Based on the Paradigm of Interface Theory

与如火如荼的实践相比,理论界对数字政府建设的讨论并不充分。围绕数字政府基本概念,从界面理论范式出发,本文将数字政府视为政府通过数字化实现政府界面、服务界面及政府与公民互动界面重构的过程。在每个界面范式内,我们依次对数字政府建设过程中的关键理论命题进行了阐述。本文也提出了有关未来数字政府研究与发展的展望。

Compared with the practice in full swing,the discussion on the construction of digital government in the theoretical circle needs to be sufficiently developed.Centering on the basic concept of digital government and framing it within the interface theory paradigm,this paper conceptualizes digital government as the process by which the government realizes the reconstruction of government interface,service interface,and interaction interface between government and citizens through digitalization.Within each paradigm of the interface,we sequentially expound upon key theoretical propositions in the process of constructing digital government.The paper also presents prospects for future research and development in digital government.
