农村公共体育服务评价指标体系构建与应用研究——以大连市数据为样本

Research on Construction and Application of Evaluation Index System of Rural Public Sports Service——Take Data of Dalian City as the sample

有效评价和监测农村公共体育服务发展水平,有利于推动农村体育高质量发展。以2012~2020年大连市相关数据为样本,运用层次分析法、模糊综合评价法测度大连市农村公共体育服务发展水平及其时间演化趋势。经多次修正检验最终得到四个一级指标、十个二级指标、20个三级指标的评价体系。研究表明:大连市农村公共体育服务水平整体呈现渐进式上升的发展趋势,年均增长率保持在7.64%,从时间演化趋势来看与国家政策存在一定的相关性。大连市农村公共体育基础性公共服务发展水平最高,制度性公共服务处于稳步上升状态,经济性公共服务和信息性公共服务水平相对较低且存在波动。二级指标中场地设施的发展水平最为显著。根据研究结论,提出以“空间再造”创新农村公共体育服务载体,以“供需匹配”构建农村公共体育服务机制,以“共建共享”推动农村公共体育服务资源拓展等对策建议。

Effective evaluation and monitoring of the development of rural public sports services is conducive to promoting the high-quality development of rural sports.Taking data of Dalian city from 2012 to 2020 as samples,this paper uses the analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method measured the development level and time evolution trend of rural public sports service in Dalian city.The evaluation system with four first-level indexes,10 second-level indexes and 20 third-level indexes is finally obtained after several revision tests.The research shows that:the overall level of rural public sports service in Dalian presents a progressive upward development trend,the average annual growth rate is 7.64%,evolution trend was correlated with national policy in the sample time period.In the rural public sports index system,basic public service in Dalian was the highest,the institutional public service was steady rising,the level of economic and information public service is relatively low and also fluctuated sometimes.The development level of site facilities is the most significant among the secondary indexs.According to above conclusions,countermeasures and suggestions are put forward,such as innovating the carrier of rural public sports service by"spatial reconstruction",constructing the service mechanism of rural public sports by"matching supply and demand",and promoting the expansion of rural public sports service resources by"co-construction and sharing".
