东北山区乡村振兴战略实施现状与提升路径探析——依据对辽宁省本溪市H县S镇的考察

Analysis of the Implementation and Promotion Paths of Rural Revitalization Strategy in Northeastern Mountainous Areas——Based on the Investigation of S Town,H County,Benxi City,Liaoning Province

东北山区乡村振兴工作是乡村振兴战略的重要一环。以辽宁省本溪市H县S镇为切入点,当地在推进乡村振兴战略过程中取得村集体经济发展显著、技术农户带头致富和特色产业发展兴旺等成效,但还存在年轻劳动力及高素质人才流失过多、部分村民主动参与意愿有待提高和有的基层党组织的作用发挥有待进一步加强等问题。对此,提出保持和发挥村集体经济优势,利用特色产业优势、强化品牌建设,促进年轻劳动力及高素质人才回流,充分利用高校和科研院所资源,加强农村基层党组织建设等对策建议。

The rural revitalization work in the northeast mountainous areas is an important part of the rural revitalization strategy.Using S Town of H County of Benxi City as a case study,this article find that the local government has achieved remarkable results such as the development of village collective economy,enrichment of skilled farmers and the prosperity of characteristic industries.At the same time,there are still problems such as excessive loss of young labor and high-quality talents,the participating willingness of some villagers should to be improved,and the role of some grassroots party organizations should be further strengthened.At last,this paper puts forward countermeasures and suggestions such as maintaining and giving full play to the advantages of village collective economy,using the advantages of characteristic industries,enhancing brand development,promoting the return of young labor force and high-quality talents,making full use of the resources of colleges and scientific research institutions,and strengthening the construction of grassroots party organizations in rural areas.
