辽宁省农产品加工业能力水平提升对策研究

Study on Countermeasures to Improve the Level of Agricultural Products Processing Capacity in Liaoning Province

农产品加工业是实现乡村振兴的重要支撑之一,在促进农业发展、保证农民利益和增加就业等方面发挥了积极作用。近年来,辽宁省农产品加工业在取得产业集聚区迅速发展、规模以上农产品加工企业产业链逐步形成且科技革新势头较好、产业融合初步体现和产业投资力度不断加大等进展的同时,也面临农产品加工集聚区有待进一步优化、龙头企业数量和规模有待进一步提升、产业链仍有拓展空间、资源和地域优势没有得到充分利用、科技创新支撑产业发展能力仍有待进一步加强等问题。结合辽宁省发展农产品加工业制度保障、发展潜力及可资借鉴的经验,提出立足资源禀赋,统筹优化布局;加快结构调整,促进产业升级;加快园区建设,推动产业集聚;促进三产融合,协同推进发展;实施数字赋能,推进智能发展;强化科技创新,提升育才能力;创新金融服务,营造发展生态;强化统筹保障,优化营商环境等促进辽宁省农产品加工业高质量发展对策建议。

The agricultural products processing industry is one of the important supports for achieving rural revitalization,playing a positive role in promoting agricultural development,ensuring farmers'interests,and increasing employment.In recent years,while the agricultural products processing industry in Liaoning province has made rapid development in industrial clusters,gradually formed the industrial chain of large-scale agricultural products processing enterprises,accelerated the momentum of scientific and technological innovation,and preliminarily reflected industrial integration,it also faces further optimization in agricultural product processing clusters,small scale of leading enterprises,space expansion in the industrial chain,and insufficient utilization of resources and regional advantages.The ability of technological innovation to support industrial development still needs to be further strengthened.Based on the institutional guarantee,development potential,and lessons learned from the development of agricultural products processing industry in Liaoning province,it is proposed to prioritize resource endowment and optimize overall layout,accelerate structural adjustment and industrial upgrading,accelerate the construction of industrial parks and industrial agglomeration,promote the integration of three industries and coordinated development,implement digital empowerment and intelligent development,strengthen technological innovation and talent cultivation ability,innovate financial services to create a development ecosystem,strengthen overall planning and guarantee,optimize business environment,and other measures to promote the high-quality development of agricultural products processing industry in Liaoning province.
