乡镇政府推动乡村治理现代化的路径创新

Analysis on the Path Innovation of Township Government to Promote the modernization of Rural Governance

党的十八大以来,党和国家提出实现国家治理现代化的目标,农村治理现代化是国家治理现代化的重要部分,乡镇政府作为基层的行政机构负责具体实施乡村治理现代化的各项政策和措施。当前乡镇政府推动农村治理现代化对于乡村振兴战略的落实、农民共同富裕的实现以及中国式农村现代化发展新道路的形成都具有重要意义。新时代的乡村治理现代化必然面临不少挑战,乡镇政府的治理重点应该放在治理理念更新、治理主体多元化、治理能力提升和完善治理体系等方面。就乡村治理现代化具体的路径而言,乡镇政府要坚持以人民为中心的治理理念,建立多元主体共同治理的治理格局,加强富民利民的治理能力,打造自治、法治和德治相结合的治理体系。

Since the 18th National Congress of the Communist Party of China,the Party and the country have put forward the goal of realizing the modernization of national governance,the modernization of rural governance is an important part of the modernization of national governance,the township government as the most basic administrative organs responsible for the specific implementation of the policies and measures of the modernization of rural governance.At present,the promotion of rural governance modernization is of great significance to the implementation of rural revitalization strategy,the realization of common prosperity of farmers and the formation of a new road of Chinese-style rural modernization development.The modernization of rural governance in the new era faces several challenges.Township governments should focus on the renewal of governance concepts,the diversification of governance subjects,the improvement of governance capacity and the improvement of governance system.In terms of the specific path of the modernization of rural governance,township governments should adhere to the people-centered governance concept,establish a governance pattern of joint governance by multiple subjects,strengthen the governance capacity,and build a governance system that combines self-governance,law-based governance and moral governance.
