新时代完善高校二级学院权力运行机制研究

Research on Improving the Power Operation Mechanism of Secondary Colleges in Higher Education in the New Era

二级学院是高校最基本的教学和行政单位,是高校办学治校的基础。研究在阐明完善权力运行机制是高校二级学院治理的关键的基础上,分析二级学院党政组织系统及权力运行现状,梳理有关问题,提出全面落实高校二级学院党委管党治党、办学治院主体责任,坚持完善高校二级学院党政联席会议制度,建立健全民主参与与保证监督的体制机制,打造过硬的高校二级学院领导班子等完善高校二级学院党政运行机制的对策建议。

Secondary colleges are the most basic teaching and administrative units of higher education,and they are the basis of university governance.On the basis of clarifying that improving the power operation mechanism is the key to the governance of the secondary college,this study analyzes the party and government organization system and the status quo of power operation of the secondary college,sorts out relevant issues,proposes the following suggestions:comprehensively implement the main responsibility of the party committee of the secondary college for managing the party and the college,adhere to improving the party and government joint conference system of the secondary college,establish and improve the system and mechanism for democratic participation and supervision,continuously strengthen the construction of the leadership of the secondary colleges in colleges and universities,ect.,so as to improve the party and government operation mechanism of the secondary colleges in colleges and universities.
