长三角中心区城市建设用地结构对其用地效率的影响研究

Study on the Impact of Urban Construction Land Use Structure on Land Use Efficiency in the Central Yangtze River Delta Central Region

调整用地结构、提升土地利用效率是当前经济社会发展态势下促进要素流动、推进长三角中心区整体功能提升的重要手段。基于偏移份额分析法分析城市用地结构变化,利用超效率模型对土地利用效率进行测算,并运用STIRPAT模型探讨城市建设用地结构与土地利用效率的影响关系。研究发现:长三角中心区城市公共设施用地、道路广场用地和绿地的挤出效应更强,而居住用地、市政公用用地及仓储用地的补给效应更显著;土地利用效率整体水平不高、极差较大、辐射较弱;用地效率值与用地结构间具有显著的区域差异性。提出,进一步调整各类用地的结构配比,提高建设用地使用效率,发挥上海市的龙头引领和辐射带动作用等政策建议。

Adjusting land use structure and improving land use efficiency are important means to promote factor flow and promote the overall function of the central area of Yangtze River Delta under the current economic and social development trend.This paper analyzes the changes of urban land use structure with the offset share analysis method,calculates the land use efficiency with super efficiency model,and explores the relationship between urban construction land structure and land use efficiency with the STIRPAT model.It is found that,the crowding-out effect of land for public facilities,roads and squares and green areas in the central region of the Yangtze River Delta is stronger,while the complementary effect of land for housing,municipal utilities and storage is more significant;as for land use efficiency,the overall level is not high,the extreme difference is large,and the radiation is weak;while there exists a significant regional variability between land use efficiency and land use structure.At last,this paper proposed the following suggestions,further adjust construction land use structure,improve the efficiency of the use of construction land,and give full play to the leading and radiating role of Shanghai,ect.
