新时代高等院校党外知识分子面临的新形势、新问题和新任务

New Situation,New Problems and New Tasks of Non-party Intellectuals in Colleges and Universities in the New Era

高等院校作为统一战线凝心聚力的重要领域,呈现出越来越多党外知识分子相对集中的特点。在高等院校课程思政建设背景下,高等院校党外知识分子的思想政治工作既关系到立德树人根本任务的贯彻和落实,同时也关系到新时代统一战线工作的深入开展。高等院校党外知识分子思想政治工作面临新形势:落实立德树人根本任务,构建“三全育人”大思政格局和全面推进课程思政建设;贯彻“三全育人”理念,坚持显性教育与隐性教育相融合以落实全员育人责任;重视协同育人实效,关注党外知识分子的课程思政意识提升。与此同时,新时代高等院校党外知识分子遇到统一战线成员思想政治引导工作尚未形成合力、统一战线思想政治工作覆盖面仍存在空白、统一战线思想政治教育内容特色不明显与针对性不强、统战干部工作创新能力有待提升的新问题。对此,新时代高等院校党外知识分子应该接受新任务,追求更加精准化思想政治教育,构建高水平思想政治教育平台,采用更具时代性的工作模式,组织高质量参政议政活动,加强统战队伍专业化建设。

As an important area of United Front cohesion,higher education institutions are characterized by the relative concentration of more non-party intellectuals.In the context of the ideological and political construction of higher education curriculum,the ideological and political work of non-party intellectuals in institutions of higher learning is not only related to the implementation of the fundamental task of setting up morality and cultivating people,but also to the further development of United Front work in the new era.Colleges and universities must deeply understand the new environment of ideological and political work of non-party intellectuals:(i)carry out the fundamental task of setting up morality and cultivating people,construct the pattern of“Three Complete Education”and promote the ideological and political construction of the curriculum in an all-round way;(ii)adhere to the concept of“Three Complete Education”,adhere to the integration of overt and recessive to carry out the responsibility of education;(iii)enhance the effectiveness of education,and constantly improve the ideological and political awareness of non-party intellectuals curriculum.In the new era,non-party intellectuals in higher United Front have also encountered some new problems,such as the lack of resultant force in the ideological and political guidance work for the United Front members,the gaps in the coverage of the ideological and political work for the United Front members,the lack of obvious content and characteristics of the ideological and political education for the party members and the lack of pertinence,and the need to improve the innovative ability of the United Front cadres in their work.Therefore,non-party intellectuals in colleges and universities in the new era should accept new tasks,pursue more accurate ideological and political education,build a high-level ideological and political education platform,integrate into a more contemporary work model,organize high-quality activities for participating in the deliberation and administration of state affairs,and strengthen the professionalization of the United Front work force.
