安徽农村公共文化服务提升的困境与路径探究

Analysis on Dilemma and Promotion Path of Rural Public Cultural Services in Anhui Province

新时代乡村振兴成为农村发展的主旋律,农村公共文化服务作为农村居民精神生活的主要平台面临众多困境,难以满足农村居民日益增长的文化需求。安徽农村公共文化服务供给侧和需求侧均存在困境,限制了农村公共文化服务的发展。供给侧困境主要体现在供给主体单一、供给内容单调、供给方式僵化;需求侧困境主要体现在农村居民文化需求的多样性、层次性和发展性难以满足。为此,安徽农村公共文化服务必须从供给侧和需求侧两个方面进行改革,供给侧结构性改革主要是推动供给主体多元化、供给内容多样化、供给方式灵活化,需求侧结构性改革主要是扩大农民的话语权、增强农民的认同感、调动农民的积极性。通过供需双侧协同发展改革,安徽农村公共文化服务力求完善政府购买公共文化服务的制度、建立农村居民文化需求的反馈机制、破解城乡二元体制以实现资源整合。

Rural revitalization has become the main theme of rural development in the new era,which requires the material and spiritual satisfaction for rural residents.However,as the main platform of rural residents’spiritual life,rural public cultural service is faced with many difficulties,and it is difficult to meet the growing cultural demand of rural residents.The rural public cultural service in Anhui Province is with the same situation.There are difficulties on both the supply side and the demand side,which limits the development of rural public cultural service.The supply-side dilemma mainly include single supply subject,monotonous content and inflexible supply mode,while the demand-side dilemma is mainly reflected in the diversity,hierarchy and development of the cultural needs of rural residents,which are difficult to meet.Therefore,public cultural services in rural areas of Anhui must be reformed from both the supply side and demand side,reform in supply side is mainly to promote diversification of supply subjucts and service content,and provide a more flexible supply mode,and reform in demand side is mainly to expand rural residents discourse right,enhance their sence of identity,and arouse their enthusiasm.To realize the coordinated development of supply and demand side of Anhui rural public cultural service,this study put forward the folloing suggestions:improve regulation related to government’s purchase of public cultural services,establish a feedback mechanism for rural residents’cultural demand,and break the urban-rural dual economic system to integrate resources.
