地方高水平大学战略规划编制的决策与选择——外语类高等院校战略规划文本SWOT分析

Decision-making and Strategic Selection in Strategic Planning of Regional High-Level Universities——SWOT Analysis based on the Planning Text of Foreign Language Colleges and Universities

高等院校“十四五”战略规划的编制是促进地方高水平大学建设,深化高等教育的战略管理和治理能力建设的必然要求。应用SWOT分析对外语类高等院校相关战略规划文本进行分析的结果表明,尽管当前外语类高等院校具备语言学科优势和区域经济发展等优势与机遇,但也面临组织发展的体制机制障碍和竞争加剧的外部挑战。为实现创新发展,外语类高等院校应明确发展的定位、目标和内外部环境变化,主动实施基于成本优先、差异竞争和合作共赢的战略选择,从而推动高等教育质量的内涵式发展。

The formulation of the"14th five year plan"in colleges and universities is an inevitable requirement for promoting the construction of regional high-level universities and deepening the strategic management and governance capacity construction of higher education.Based on a SWOT analysis on relevant strategic planning texts of foreign language colleges,it shows that foreign language colleges currently have advantages and opportunities in language discipline and regional economic development,but they also face institutional obstacles in organizational development and external challenges with intensified competition.In order to achieve innovative development,foreign language colleges and universities have to clarify their development orientation,objectives and changes in internal and external environment,and actively implement choices based on strategy of cost priority,strategy of differential competition and win-win cooperation,so as to promote the conjunctive development of higher education quality.
