高等院校图书馆数字资源建设问题与对策

Research on Digital Resources Construction of College and University Libraries:Problems and Countermeasures

在大数据时代背景下,数字资源建设逐渐成为高等学校图书馆资源建设的主体。本研究针对高等学校图书馆数字资源建设现状从数据库建设、图书馆联盟和数字资源保存等方面进行梳理,结果表明:高等学校图书馆数字资源建设同质化严重,地区分布不均衡;特色资源建设竞争力不强,资源利用率不高;数字资源建设缺乏统一规范,资源整合困难;数字资源存储有隐患,知识产权保护认识不足;数字资源共享落地实施欠缺,运行机制欠妥。对此,高等学校图书馆数字资源建设应该构建三级保障体系,形成优势互补格局;提升特色数字资源的可竞争性,增强可发现性;加强标准化、规范化建设,助力资源整合;尊重知识产权,合法利用和存储数字资源;各方分工协作,切实构建数字资源共享联盟。

In the era of big data,with the increasing demand of digital resources,digital resources have gradually become the main body of the library resources construction in Colleges and universities.This paper investigates the current situation of digital resources construction of University Libraries in China in three aspects of database construction,digital resources preservation and library alliance,.The results show,that the homogenization of digital resources construction in university library is serious,regional distribution of digital resources is unbalanced,the weak competitiveness of characteristic resources construction,the utilization rate of resources is low;the absence of unified standards for digital resources construction,the integration of resources is difficult;the storage of digital resources beard with risks,the recognition of intellectual property protection is insufficient;the digital resources sharing is not effective enough,and the operation mechanism is improper.This paper puts forward some countermeasures and suggestions,such as building a three-level guarantee system of digital resources,forming a mode of advantages complementary,improving the competitiveness and search rate of characteristic digital resources,strengthening the standardization and normalization construction,promoting resource integration,protecting intellectual property rights,using and storing digital resources legally,and working hard together to build a Digital Resource Sharing Alliance.
