高等农业院校人事档案年度利用率数据挖掘

Research on Annual Utilization Ratio of Personnel Archives in Colleges and Universities——Take Shenyang Agricultural University as an Example

根据沈阳农业大学人事档案年度利用数据记录,对2000~2019年人事档案的年度利用率进行分析,探讨高等学校人事档案利用规律和趋势,分析影响人事档案利用率的因素。结果表明:沈阳农业大学人事档案年度利用率总体呈上升趋势,与公民个人相比,职能部门是人事档案服务利用的需求主体。信息核实和审批工资是职能部门利用档案的主要目的;个人档案利用服务以房产过户为主要需求,利用率呈逐渐上升趋势,报考研究生的档案利用需求呈逐渐下降趋势。档案利用率影响因素分析表明,职能部门的档案利用需求受国家、地方和高等学校相关政策影响明显,个人的档案利用需求亦受这些政策影响,但影响程度较小。对此,应加强材料收集、实施现代化管理、建立人事档案信息库和加强人事档案队伍建设等提升档案服务水平。

With the annual personnel archives utilization data during 2000 and 2019 of Shenyang Agricultural University,this paper analyses the rules and trends of personnel archives utilization and the factors influences it.The results show that personnel archives’annual utilization rate of Shenyang Agricultural University is on an overall upward trend.Compared with individuals staff,function departments were the main requiring body for the use of personnel archives services.Information verification and salary approval are the main purposes of function departments for using archives.Archives utilization services required by individual staff are mainly for real estate transfer,and the utilization rate is gradually increasing,while archives utilization services required for graduate students application were gradually decreasing.Influencing factors of archives utilization analysis shows that the archives utilization demands of function departments were obviously affected by relevant policies of state,local and university,and the archives utilization demands of individual staffs are also affected by these policies,but the impact is relatively smaller.Four countermeasures and suggestions for improving the service of archives were put forward,strengthen data collection,implement modern management,establish personnel archives information database,and strengthen personnel archives management team building.
