开展OIML证书企业质量信用评价工作是建立以信用为基础的新型监管机制的有效手段。通过研究建立OIML证书企业质量信用评价模型,针对OIML证书企业质量信用评价专项指标,应用层次分析法和熵值法进行综合赋权,建立基于主客观赋权的OIML证书企业质量信用评价模型,集成了基于专家经验的主观判断和基于实际数据的客观逻辑。通过OIML证书企业质量信用评价应用案例分析,检验了该评价技术的有效性,能够综合反映企业质量信用风险因素的影响大小,为企业提升质量信用水平提供了管理导向,也为监管部门提高监管效能提供了有效手段。

Carrying out the quality credit evaluation of OIML certificate enterprises is an effective means to establish a new supervision mechanism based on credit.Through the research and establishment of OIML certificate enterprise quality credit evaluation model,aiming at the special indicators of OIML certificate enterprise quality credit evaluation,the analytic hierarchy process and entropy method are applied for comprehensive weighting,and the OIML certificate enterprise quality credit evaluation model based on subjective and objective weighting is established,which integrates the subjective judgment based on expert experience and the objective logic based on actual data.Through the application case analysis of OIML certificate enterprise quality credit evaluation,the effectiveness of the evaluation method is tested,which can comprehensively reflect the influence of enterprise quality credit risk factors,provide management guidance for enterprises to improve quality credit level,and also provide effective means for regulators to improve supervision efficiency.
