提议、落实与调适——1946年豫鄂陕根据地的创建与中共内部“央地关系”

Proposal,Implementation and Adjustment:The Establishment of Henan-Hubei-Shaanxi Base Area in 1946 and the Relationship Between the Central Committee and the Regional Bureau Within the Communist Party of China

1946年中原突围之后,中共中央希望中原局可以在陕南创建根据地,以牵制国民党兵力,襄助华北等地作战,而中原局原定路线则是要回归陕甘宁边区。面临巨大军事压力的中原部队处境维艰,开辟根据地的提议难以践行。在中共中央多次电告后,中原局的白鲁础会议统一了思想,正式确定创建豫鄂陕根据地。豫陕鄂根据地创立初期,中共中央对中原局进行了多方面援助,原属根据地建设力量之一的王震部进行了策略上的调适,在得到中央允准后回归陕北。1946年豫鄂陕根据地的创建过程,体现了革命战争时期中共内部“央地”之间的互动。

After the breakout in the Central Plains in 1946,the CPC Central Committee hoped that the Central Plains Bureau could create a base area in southern Shaanxi to contain the Kuomintang armed forces and assist fights in northern China,while the original route of the Bureau was to return to the Shaanxi-Gansu-Ningxia Border Region.Facing enormous military pressure,the armed forces of the Central Plains were in a difficult position,and former proposal to establish a new base was hard to implement.After the repeated urges of the Central Committee in telegrams,the Central Plains Bureau unified its thinking at the Bailuchu Meeting and made the formal decision of creating the Henan-Hubei-Shaanxi Base Area.The CPC Central Committee assisted the Central Plains Bureau in many ways in the initial stage of the base,and Wang Zhen's department,which was originally one of the base construction forces,made strategic adjustments and returned to northern Shaanxi after receiving the permission of the Central Committee.In a word,the establishment process of the Henan-Hubei-Shaanxi Base Area in 1946 reflects the interaction between the central committee and the regional bureau within the CPC during the revolutionary war.
