试论学历提升对农村发展的调节作用

The Regulating Effect of the Promotion of Record of Formal Schooling on Rural Development

"农村干部学历提升工程"在农村发展中的积极影响引起了学术界的广泛关注。在"农村干部学历提升工程"成功实践的基础上,对"农村干部学历提升工程"的培养效果,主要是培养后村干部胜任力的提高与农村发展之间的关系以及村干部社会资本在这种关系中的调节作用,进行深入研究表明:"农村干部学历提升工程"有效提升了村干部的胜任力,而村干部胜任力中的成就动机、个人影响力、学历与农村发展呈正相关。成就动机可以激发个人行为,村干部的学历提升有利于个人影响力的提升和信任机制的建立,并促进社会创新发展。

The positive influence of"Rural cadre Education Promotion Project"in rural development has aroused widespread concern in academic circles.On the basis of the successful practice of"Rural Cadres’education promotion project",this paper makes an in-depth study on the relationship between the improvement of village cadres’competency and rural development after training,and the regulatory role of village cadres’social capital in this relationship.The results show that the training of"project"has effectively improved the competence of rural cadres,rural cadres’competence(achievement motivation,personal influence and educational background)are positively related to rural development.Achievement motivation can stimulate individual behavior,and the promotion of rural cadres’academic qualifications is conducive to the promotion of personal influence and the establishment of trust mechanism,and promote the development of social innovation.
