Motivation, Imaging and Realization:Repositioning the Function of Chinese Public Archives In the Post-custodial Era

正确的职能定位不仅有利于公共档案馆社会功用的充分发挥,更有利于我国档案事业的长远发展。为响应单轨制电子文件管理国家政策基调、提升后机构改革时期档案公共服务能力和加速公共档案馆生存形态的发展进化,结合后保管时代赋予公共档案馆的历史使命重新定位其广泛参与档案形成过程、深入探寻档案社会价值、引领指导档案数据管理和维持创新档案知识服务等职能要求,并从增强社会责任意识、构建长效激励机制,加强数据资源归档、提升技术管理能级,加快经验—理论转化、改进价值鉴定方法,升级用户需求层次、加速迈向智慧服务四方面予以实现。

The correct functional position is not only beneficial to the full play of the social functions of public archives,but also conducive to the long-term development of my country’s archives cause.In response to the national policy tone for single track system of electronic records management,enhancing the public service capabilities of archives during the post-organization reform period,and accelerating the development and evolution of the public archives’survival morphology,combining the historical mission given to public archives in the post-custodial era to re-locate its functional requirements,such as extensive participation in the archive formation process,In-depth exploration of the social values of archives,leading and guiding archives data management and maintaining and innovating archives knowledge services,etc.To achieve this goal,it can be constructed from the following four aspects:enhancing social responsibility awareness,building a long-term incentive mechanism,strengthening data resource archiving,enhancing technical management capabilities,and accelerating experience-theory transformation,improving of value appraisal methods,upgrading user demand levels,and accelerating the move towards smart services.
