摘要
中医内涵特色发展要求公立中医医院落实功能定位,增强服务效能。规范化的绩效管理体系是发挥中医药特色的重要途经,是医院政策落地见效的有力抓手。本文以某三级公立中医医院为例,针对运营及绩效管理痛点问题,对绩效分配方案进行改革,实施目标责任考核,以优化收入结构,推动中医药综合服务水平迈入新阶段,并结合绩效管理改革探索,就公立中医医院如何借助绩效管理改革优化收入结构,提出思考与建议。
The inherent characteristics and development requirements of Traditional Chinese Medicine(TCM)necessitate that public TCM hospitals should adhere to their functional positioning and enhance service efficiency.A standardized performance management system is a crucial avenue for leveraging the advantages of TCM,serving as a powerful tool to ensure the effective implementation of hospital policies.Taking a tertiary public TCM hospital as an example,this article addressed the pain points in operations and performance management,proposing reforms to the performance allocation scheme and implementing goal-oriented responsibility assessments.Meanwhile,these measures aimed to optimize revenue structure,propelling the integrated TCM service level into a new phase.Combined with the exploration of the performance management reform,this paper offered insights and recommendations on how public TCM hospitals could refine their revenue structures through performance management reforms.
