养老改革中延退的效用及实施策略

Utility and Implementation Strategies of Detention Retirement in Pension Reform

延退是国家的社会政策之一,也是我国完善养老改革的一大举措。延退政策对我国养老改革而言是一把“双刃剑”,由此引发了学术界的广泛关注。基于我国国情分析了延退政策实施的必要性,并指出了延退对养老改革具有补偿养老金缺口、加剧劳动“挤出效用”、影响老年人再就业等效用,最后从推行弹性的延退年龄政策、实施积极的延退激励措施、采取差异的延退对待方式三方面为养老改革中延退政策的实施提出了建议。

Detention retirement is an important social policy for perfecting pension reform.Meanwhile,detention retirement is also a“double-edged sword”,and has aroused the attention of academic circle.Based on China’s national conditions,this paper firstly analyzed the necessity of implementing detention retirement policy,and pointed out its utility,including compensating pension gap,intensifying the“crowding out effect”of labor,and affecting the re-employment of the elderly.Finally,we put forward some implementation suggestions from three aspects,that is,the implementation of flexible detention retirement policy,the implementation of positive incentive measures,and the adoption of different methods.
