Post Evaluation Methods and Principles of Agricultural Projects

为消除贫困,中国政府每年花巨资投向“三农”,以解决中国的贫困问题。大量的投资起到了良好的效果,但对于投资项目的可持续性,项目投资的效率高低、项目投资的经验教训等均为空白。亟需完善项目投资管理制度,建立农业项目后评价机制。通过客观的后评价,提升项目投资的透明度和科学决策依据,以促进社会投资的持续、科学、健康和和谐发展。

Chinese government has invested a lot in“agriculture,rural areas and farmers”,aiming to solve poverty in China.The investment has achieved good results,but there were still little experience for the sustainability of investment projects,the efficiency of project investment and the lessons of project investment.Therefore,it is urgent to perfect project investment management system and establish the post evaluation mechanism for agricultural projects.Objective post-evaluations would promote the transparency of project investment,and enrich scientific decision-making proofs,so as to drive a sustainable,scientific,healthy and harmonious development of social investment.
