中国政府购买养老服务政策探析——基于养老服务供求失衡的背景

Exploration on the Policies of China’s Government Purchasing Pension Service——Based on the Background of the Imbalance between Supply and Demand of Pension Service

随着我国社会开始进入人口老龄化时代,养老需求也在随着社会经济的发展而不断多元化,导致我国养老服务供求失衡,且该趋势已经非常明显。在此背景下,政府购买公共服务成为了我国养老服务的重要手段,目前这一养老服务模式已经取得了初步成效,对于政府职能的转变也起到了有力的促进作用,大大缓解了养老服务供求失衡的压力。建立科学合理的政府购买居家养老服务体系成为了我国养老模式的新选择,这对提高我国社会保障水平有着非常重要的意义。本文对政府购买养老服务的定义和特征进行了阐述,指出了我国政府购买养老服务方面亟待解决的问题,然后提出了相应的解决对策。

As China’s society has entered the aging era,the demand for old-age care has also become diversified on the base of socio-economic development,which has led to the obvious unbalanced trend between supply and demand of pension services.Under this background,the government’s purchase of public services has become an important means of China’s elderly care service.At present,this elderly care service mode has achieved initial results,which not only has had a promoting effect on the transformation of government functions,but also has greatly alleviated the pressure of the imbalance between supply and demand of pension services.Therefore,the establishment of a scientific and reasonable government purchase of home-based care service system has become a new choice of China’s pension model,which is of great significance to improve China’s social security level.This paper firstly expounded the connotation and characteristics of government’s purchase,then analyzed existing problems,and further proposed solving countermeasures.
