摘要
依据我国279个城市2010—2018年的面板数据,采用双重差分模型评估了食品安全示范城市创建对工业大气污染的影响。研究发现:食品安全规制是抑制工业大气污染的"隐蔽"力量,食品安全示范城市创建能够显著降低工业二氧化硫的排放,但其影响存在一定的时滞性;食品安全示范城市创建通过环境规制效应和技术创新效应对工业二氧化硫的排放产生了抑制作用;食品安全示范城市的行政级别越高、规模越大,越有利于发挥其对工业大气污染的抑制作用;东部地区食品安全示范城市的创建对工业大气污染的抑制作用要强于中西部地区。
Based on the panel data of 279 cities in China from 2010 to 2018,this paper used the difference-in-difference model to evaluate the impact of the establishment of food safety demonstration cities on industrial air pollution.The study found that food safety regulation was a"hidden"power to curb industrial air pollution,and the creation of food safety demonstration city would significantly reduce SO2 emissions,but there was a time lag in this effect.The inhibitory effect came into play through the channels of environmental regulation effect and technical innovation effect,and it was more significant in the cities with higher administrative level and larger scale.Furthermore,the inhibitory effect of the creation of demonstration city in eastern regions was stronger than that in central and western regions.
