基层治理体系与治理能力现代化建设在其发轫之初,即与全面开启的数字时代迎面相遇,数字化转型成为基层政府的路径选择。N市Q区创建的“掌上云社区”见证了基层数字治理从初创走向数字赋能的全过程,“掌上云社区”五年多的发展历程显示数字治理并不天然具有自助赋能的功效,只有数字驱动和治理驱动同频共振,政府赋能和公民赋能同步推进,才能真正从数字治理走向数字赋能,进而推进基层治理的现代化进程。

At its beginning,the modemnization of grassroots governance system and governance capacity meets the digital era,and digital transformation becomes the path choice of grass-roots govemment.The“Handheld Cloud Community”created in Qixia District of Nanjing has witnessed the whole process of grassroots digital governance from start-up to digital empowerment.The development of“Handheld Cloud Community”for more than five years shows that digital govermance does not naturally have the effect of self-help empowerment.Only when digital drive and governance drive are in the same frequency,and government empowerment and citizen empowerment are promoted simultaneously,can we truly move from digital governance to digital empowerment,and further promote the modernization process of grassroots governance.
