社会组织参与社区治理何以可能?——一项基于情境合法性视角的个案研究

How Is It Possible for Social Organizations to Participate in Community Governance:A Case Study from the Perspective of Situational Legitimacy

当前,社会组织参与社区治理在主流治理话语的推动下已具备了总体及形式合法性,但其在社区情境中的实质合法性如何获得仍有待探讨。本文以L社会组织在A市J社区中参与社区治理的8年历程为研究个案,运用情境合法性的分析视角,描述了L组织参与社区治理合法性所经历的获得、困境及重构等变迁,并指出了社区权力精英与社会组织在这一变迁过程中存在的“契合—嵌入”互动关系。社区权力精英以社会组织是否在管制、规范与认知层面与其“契合”为合法性赋予标准,社会组织则以“嵌入”为寻求“契合”的行动策略。

At present,the participation of social organizations in community governance has acquired the overall and formal legitimacy under the promotion of mainstream governance discourse,but how to obtain its substantial legitimacy in the field of community remains to be explored.This paper takes as a case study the eightyear process of L Organization's participation in community governance in J Community of A City.From the perspective of situational legitimacy,it describes the acquisition,dilemma and reconstruction of L Organization's situational legitimacy,and points out the“alignment-embeddedness”interaction between the powerful community elites and social organizations.It argues that the degree of alignment on the regulative,normative and cognitive levels between the two determines whether social organizations can obtain its situational legitimacy,while social organizations seek alignment through the action strategies of embeddedness.
