大型炼化一体化项目启动前安全检查实践与探讨 被引量:1

摘要 启动前安全检查(PSSR)作为工艺安全管理的重要组成部分,在全球石油、化工以及制造等领域应用广泛。为加强大型炼化一体化项目的工艺安全管理,以新建的浙江某大型石化炼化一体化企业为研究对象,通过开展首批次运行装置的PSSR,运用PSSR成功经验的借鉴和转化,加以重视新建炼化一体化装置风险管控的安全审查,完善炼化一体化石化项目PSSR管理流程。对比PSSR系统化安全检查运用前后结果,在单机试车前安全检查、联运试车前安全检查、投料试车前安全检查,PSSR汇总问题的问题增长率分别为51.2%、224.5%、181.2%及70.6%。PSSR极大地提升大型炼化一体化装置开车生产的可靠性与安全性,增强工艺设备及施工项目安全。 As an important part of process safety management,pre-startup safety review(PSSR)was widely used in the fields of petroleum,chemical industry and manufacturing.In order to strengthen the process safety management of large-scale petroleum refining and chemical integration project,a new large-scale industry in Zhejiang was taken as the research object.Through the PSSR of the first batch of operating units,the use of the successful experience of the PSSR for reference and transformation,the enterprise paid attention to the safety review of risk management and improved the PSSR management process.Compared with application of the PSSR,the growth rate of safety review on single unit test,run combined transport test run and feed test run were 51.2%,224.5%and 181.2%respectively.So the growth rate of the PSSR summary problems was 70.6%.The reliability and safety of startup production of large-scale petroleum refining and chemical integrated industry was improved,and the PSSR also enhanced the intrinsic safety of process equipment and construction project.
