摘要
燃料电池技术主要应用在燃料电池汽车、分布式电站以及潜艇、航天等领域。日本、美国、欧洲、韩国等国家与地区就氢能与燃料电池技术领域的商业化发展做出了系统的规划,并纷纷出台政策,投入大量资金,支持氢能与燃料电池技术的研发和氢燃料电池汽车的发展。中国氢燃料电池汽车在寿命、性能上与国际先进水平还有较大差距。整体经济性较差,且基础设施薄弱,成为整个产业的发展瓶颈。从能效和环境保护的角度来看,氢燃料电池汽车将朝着大规模利用可再生能源制氢的方向发展。建议油气企业提前谋划氢能社会,布局建立氢气"制取—运输—存储—加注"网络,确立战略领先地位;加强与有关方面合作,建设覆盖氢能全产业链的示范,促进区域经济和产业升级的创新发展;积极争取政策支持,有序开展基础设施建设。
Fuel cell technology is mainly used in fuel cell vehicles(FCV),distributed power stations,submarines,aerospace and other fields.Japan,USA,Europe,South Korea and other countries and regions have made systematic plans for the commercial development of hydrogen energy and fuel cell technology,and have issued policies and invested a lot to support the research and development of hydrogen energy,fuel cell technology and FCV.There is still a big gap of FCV between China the advanced level in terms of life and performance with the poor weak infrastructure which becomes the bottleneck of the whole industry.From the points of energy efficiency and environmental protection,the hydrogen for FCV should be produced by the large-scale utilization of renewable energy.It is suggested that oil and natural gas enterprises should plan ahead of time for hydrogen society,lay out and establish hydrogen“production-transportation-storage-injection”network,and establish a strategic leading position,strengthen cooperation with relevant parties,build demonstration projects covering the whole hydrogen energy industry chain,and promote innovative development of regional economy and industrial upgrading.Finally,the enterprises should actively seek policy support of government and carry out infrastructure development in an orderly manner.
