医学期刊中学术不端行为防范体系构建及应用

Construction and application of the prevention system of academic misconduct in medical journal

我国生物医药领域的科研诚信问题日益严峻,科研诚信现状令人担忧。医学学术期刊及编辑作为医学科研成果最终报道的“守门人”,在鉴别学术不端行为、保障学术诚信方面的意义不可小觑。但如何构建学术不端行为的防范体系、净化学术环境,还面临诸多问题与挑战。本研究根据多年工作经验,从收稿(介绍信、伦理审核、基金项目、作者署名、学术不端检测)、审稿(语言、统计学、图片、参考文献、同行评议)和撤稿制度等多个方面,初步提出防范学术不端行为的建设体系。结果表明,医学期刊收稿过程中需要作者同时提供单位介绍信和论文伦理审核文件,同时注意核对基金项目和作者署名,并采用学术不端检测系统检测重复率<20%;审稿过程中需要加强对语言、统计学方法、图片和参考文献的审核,加强同行评议;设立完善的撤稿制度,建立作者诚信档案等。提示学术不端行为防范体系的建立在实践工作中取得了切实有效的实施效果。

The problem of scientific research integrity in the field of biomedicine in China is becoming increasingly serious,and the current situation of scientific research integrity is worrying.As the"gatekeeper"of the final report of medical research achievements,medical academic journals and editors have great significance in identifying academic misconduct and ensuring academic integrity.However,how to construct the prevention system of academic misconduct and purify the academic environment still faces many problems and challenges.The author initially proposed the construction of preventing academic misconduct system from many aspects,such as manuscript review(author signature,letter of introduction,fund project,ethical review,and academic misconduct detection system),content review(language,statistics,pictures,references,peer review)and withdrawal system.In the process of receiving manuscript in medical journals,it is necessary to provide the introduction letter of the unit and the ethical review document of the paper at the same time,pay attention to check the fund project and the author’s signature,and use the academic misconduct detection system to detect the repetition rate of<20%;In the process of reviewing the manuscript,we need to strengthen the review of language,statistical methods,pictures and references,and strengthen peer review;Set up a complete withdrawal system and establish the author’s integrity file.The construction of preventing academic misconduct system achieved effective implementation effect in practical work.
