新型冠状病毒肺炎防治工作中全科医疗服务模式

General practice in the prevention and treatment of corona virus disease 2019

2019年12月以来,我国自湖北开始,暴发了一场新型冠状病毒肺炎(corona virus disease 2019,COVID-19)疫情(简称新冠),遏制社区疫情传播变成了疫情防控的重要环节,国家在短时间内制定了大量社区防控工作方案和要求,凸显社区卫生在疫情防控的重要地位。本研究通过文献综述、专家访谈及现场调查等多种方法,结合社区卫生职能以及新冠防控相关方案就全科医疗服务模式疫情防控中发挥的作用展开探讨。结果发现,社区卫生服务对象广泛,内容全面,可及性高,能快速识别可疑传染源头,及时有效切断传播途径,保护易感人群。但目前基层传染病预警监测系统不完善,全科医生队伍人员不足及设备短缺,在疫情防控中难以充分发挥作用。建议结合新冠疫情防控,健全传染病预警监测系统,进一步完善社区卫生服务内容及职能,增大社区卫生的人力、物力及财力投入,切实发挥社区卫生在疾病防控中前哨阵地和守门人作用。

At the end of 2019,the corona virus disease 2019(COVID-19)was outbroken from Hubei province.It was an important part of diaease prevention and control that control the spread of community.A large number of community porvention and control programs were formulated by the state,which showed the important of the coummunity health in disease prevation and control.The methods of literature review,expert interview and field investigation were used to study the role of coummunity health in diaease prevention and control,combined with the community health function and the COVID-19 prevention and control programs.It was found that the community health service objects and contents were wide-ranging,high-accessibility.The suspected source of infection was targeted quickly and the way of transmissions was cut off quickly for protecting the vulnerable people.But the early warning and monitoring system of infectious diseases was imperfect,the manpower and material resources were shortage.The role of coummunity health in diaease prevention and control can not played enough.It is advised that the community heathe will give full play to the role of gatekeepers in disease prevention and control by improving the early warning and monitoring system of infectious diseases and increasing investment in human,material and financial resources in community health,and give full play to the role of outposts and gatekeepers in disease prevention and control.
