芜湖国家创新型城市建设评价与对策研究

The evaluation about innovation city of Wuhu

党的十九大报告明确提出要始终不移地实施创新驱动发展战略,建设创新型城市是实施创新驱动发展战略的重要突破口和锲入点.本文建立了由5个一级指标和15个二级指标构成的评价体系,并选取全国首批创新型城市建设的芜湖市进行评价.纵向比较的结果表明,近五年数据芜湖市的综合创新能力稳步提升;横向比较的结果发现芜湖市和长三角主要城市的创新能力相比仍然存在一定的差距.进一步推动芜湖创新型城市的建设,应该从创新投入、创新企业、创新资源以及创新产出等方面着手.

The report of the 19 th national congress of the communist party of China clearly put forward that we should always carry out the strategy of innovation-driven development.This paper establishes an evaluation system consisting of five first-level indicators and 15 second-level indicators,and selects the first batch of innovative cities in China to build Wuhu for evaluation.The result of longitudinal comparison shows that the comprehensive innovation ability of Wuhu has been improved steadily in recent five years.The results of horizontal comparison show that there is still a certain gap between Wuhu and the major cities in the Yangtze river delta in terms of innovation ability.To further promote the construction of an innovative city of Wuhu,should from the innovation input,innovation enterprise,the aspects of innovation resources and innovation output.
