《上海市食品安全条例》居民认知及提升策略

Citizens’ Cognition and Promotion Strategy of Regulations on Food Safety of Shanghai

上海市人口密集,食品安全事故影响面大。为了加强监管和实现"建立市民满意的食品安全城市"的要求, 2017年上海市颁布新《上海市食品安全条例》(简称《条例》)。文章以《条例》的实施为研究背景,采用交叉表、相关性和回归分析的方法调查研究上海市居民对《条例》的认知水平和认知途径。研究表明,上海市居民维权意识有待加强,对新的《条例》认知较浅。影响居民对其认知的因素,主要是居民食品安全关注水平、学习《条例》的意愿、对政府整改的感受水平以及年龄。居民有兴趣学习《条例》,年龄和学历显著影响居民的学习途径。

There are a large of population in Shanghai, and food safety incident affects a wide range of place. in order to strengthen the supervision and meet the requirement about "build up a food security city make the citizens feel satisfactory", Shanghai published the Regulations on Food Safety of Shanghai in 2017. The paper makes this Ordinance as study of the background, using crosstab, correlation and regression analysis method, to investigate and study the levels and approaches of cognitive. According the investigation, the citizens in Shanghai have to improve their cognitive of guard their right, they haven’t deepest level know about Regulations on Food Safety of Shanghai. The main factor of cognition includes the residents of food security concerns, learning the wishes of the Ordinance, the level of feeling about government reform and age. They are interested in learn it, and they learn the Ordinance by various way. There are a large room to enhance the cognitive of the citizens in shanghai, the government through a suit way to enhance the cognitive of Ordinance, makes citizens attend to the food safety supervision, achieve the aim about strength supervisor and enhance the satisfaction of citizens.
