丽江市水资源开发利用分析与对策

Analysis and countermeasures of water resources development and utilization in Lijiang City

云南省丽江市属于资源型缺水地区,水资源配置空间不均衡。本文结合丽江市水资源状况和开发利用现状,针对存在的问题进行分析,提出了落实最严格水资源管理制度、建成水资源高效利用体系、大力推进重点领域节水、建立健全节水激励机制、培养公民节水意识以及完善防洪安全体系、构建空间均衡的水资源配置体系、建设智慧水利体系等解决当前水资源问题的措施,以期改善丽江市水资源和用水现状。

Lijiang is a resource-based water shortage area in Yunnan Province characterized by uneven spatial distribution of water resources and low levels of water management in construction and utilization.This paper,in light of the current status of water resources and their development and utilization in Lijiang City,analyzes the existing problems and proposes measures to address the water resource challenges.The proposed measures include implementing the strictest water resource management system,establishing an efficient water resource utilization system,vigorously promoting water conservation in key areas,creating and enhancing incentives for water-saving practices,fostering public awareness of water conservation,improving flood safety systems,developing a balanced spatial allocation system for water resources,and constructing a smart water conservancy system.These measures aim to improve the current state of water resources and water use in Lijiang City.
