摘要
拉市海人、湖争地的矛盾由来已久,对社会稳定、经济发展和生态环境都造成了不利影响。拉市海调蓄水工程具有生态水利和资源水利的双重功能,在满足生态环境用水的前提下,按“以供定需”的原则向下游供水。本文介绍了拉市海的建设过程、生态调蓄水工程规划以及工程实施效果。拉市海调蓄水工程规划和动态移民方案的实施取得了良好的生态效益和经济效益,可为类似工程提供借鉴。
The longstanding land dispute between the local population and the lake in Lashihai has had adverse effects on social stability,economic development,and the ecological environment.The Lashihai Reservoir Water Storage Project serves a dual function as an ecological and resource-based water management system.It supplies downstream water while prioritizing the ecological use of water.This paper presents the development history of Lashihai,the planning of the ecological water storage project,and the outcomes of its implementation.The implementation of the Lashihai Reservoir Water Storage Project plan and the dynamic relocation scheme have yielded significant ecological and economic benefits,offering valuable lessons for similar projects.
