摘要
基于国家统计局及各地区统计局相关数据,采用主成分分析法,对影响河北省高层次人才配置的因素进行分析。可以看到经济发展水平不平衡,科研创新条件差,教育和医疗卫生等社会服务差异影响了高层次人才配置。提出河北省高层次人才配置和发展策略:依托雄安新区,布局新兴产业,加速高端人才向省内流动;全域一盘棋,促进省内产业升级,增强人才吸引力;加强科技创新,推动人才资源优化整合;建立培育机制,培养本土人才。
This paper is based on the data from the National Bureau of Statistics and various regional statistical bureaus,and analyzes the factors that affect the efficiency of high-level human resource development in Hebei,the latter of which is closely related to the regional imbalance in economic development,insufficient investment in researches and innovation,and regional differences in education and healthcare.In view of high-level human resources allocation and coordinated development in Hebei the writer argues that with Xiong'an and the center,industries should be created to ensure the flow of high-end talents to the whole province.Besides,industrial upgrading need improving,government leadership strengthening,technological innovation enhancing,and talent resources integrating.
