韧性视角下高校消防安全管理能力评估和提升

On fire safety management capabilities in universities from the perspective of resilience

高校消防韧性可从4个维度进行分析:基础消防设施建设、全体教职工和学生的抗灾能力、所处的地理位置和管理机制.从韧性视角出发,建立适用于高校消防的评价体系,包括4个一级指标和21个二级指标;采用模糊层次分析法建立模型,并据此对河北省某高校的消防能力进行了分析和评估,验证了该模型的适用性.在此基础上,提出了韧性视角下提高高校的消防安全管理能力应加强高校基础消防设施建设,提高高校全体人员应对火灾的能力,掌握高校周边各种消防安全的因素,完善高校消防管理机制.

The writer of this paper argues for fire resilience in universities on basis of the concept of resilient city from four dimensions of construction of firefighting facilities,strengthening anti-disaster competency of all staffs and students,geographical location and management mechanism.Likewise,an evaluation is proposed from the perspective of resilience,which includes 4 first-level indexes and 21 second-level indexes,hierarchical modeling and fire-fighting management mechanism in colleges.
