西柏坡时期中国共产党接管城市政策的演进经历了发端、探索、发展和成熟四个阶段,此间,中国共产党领导人民军队及时纠正接管城市中的错误行为,做好工人干部培养和城市工会工作;深刻认识接管城市工作的重要性,及时总结接管城市工作经验,保护城市工商业;完善军事管制制度,成立各界代表会,培养城市接管干部,接收官僚资本企业,接管改造文教事业;将党的工作中心由乡村转移到城市,确定城市工作指导思想,明确接管城市工作总方针,加强党的作风建设。系列接管城市政策启示我们要始终坚持党的全面领导,严格遵守纪律,一切从实际出发,努力团结一切可以团结的力量。

The policy for urban governance by CPC in Xibaipo has experienced initiation,exploration,development and maturity.The CPC initially leads the people’s army to correct any mistaken behaviors by training of workers and cadres and cultivation of urban trade unions.Military governing is established to protect industry and commerce,select representatives from all walks of life,accept bureaucratic capital enterprises and transform cultural and educational undertakings.Meanwhile,the central work is shifted from rural to urban areas,to prepare with the take-over policies of urban governance in ideology,construction of working style,adhering to the Party’s comprehensive leadership,and striving to unite all forces that can be united.
