沱江内江市段“一河一策”管理保护方案的研究与探索

Research and exploration of “one policy for one river” management and protection scheme for Neijiang city section of Tuojiang River

全面推行河长制是落实绿色发展理念、推进生态文明建设的内在要求,本文结合内江市河长制工作实际,通过分析沱江现状和特点,针对水资源短缺、水环境质量不断下降等问题,明确了水资源保护、水域岸线管理保护、水污染防治、水环境治理、水生态修复、执法监督6项工作做法及目标,强化因河施策,提出管护的任务和措施,统筹推进沱江流域水环境持续改善。

The full implementation of the river length system is an inherent requirement for the implementation of the concept of green development and the promotion of ecological civilization.Based on the actual work of the river length system in Neijiang,this paper,by analyzing the current situation and characteristics of the Tuojiang River and aiming at the problems of shortage of water resources and declining water environment quality,has defined six working practices and objectives,including water resources protection,water area shoreline management protection,water pollution prevention,water environment management,water ecological restoration,and law enforcement supervision.It has also strengthened the implementation of river management policies,put forward tasks and measures for management and protection,and comprehensively promoted the sustainable improvement of the water environment in the Tuojiang River basin.
