北京市滨水慢行系统体检评估的方法研究

摘要 为贯彻落实《北京城市总体规划(2016年—2035年)》关于“建设步行和自行车友好城市”的总体要求,及北京市委市政府相关指示精神,到2035年北京市将建设完成长度1109.6 km的滨水慢行系统。为推动北京市滨水慢行系统建设,需要每年进行体检评估工作,客观评价规划实施取得的成效和不足,总结提炼推进规划实施的经验做法。通过研究北京市主要河湖滨水慢行系统规划建设中的关键环节,并作为评价因子,构建指标体系,将层次分析法、德尔菲法、模糊综合评价法等综合数据分析方法,引入到滨水慢行系统规划体检评估过程中,得到综合评价结果,客观评价规划建设的实施效果、了解实施进度并及时发现存在的问题,为工程建设决策提供依据,从而推进实施进度,提高建设水平,充分发挥滨水慢行系统的综合服务功能。 In adherence to the overarching directives of the"Beijing Urban Master Plan(2016-2035)",which emphasizes the development of a pedestrian and bicycle-friendly city,and following the related instructions of the Beijing Municipal Committee and Government,Beijing aims to construct a 1109.6 kilometers long waterfront slow traffic system by the year 2035.To advance the development of this waterfront slow traffic system in Beijing,annual evaluations are essential to objective ly assess the effectiveness and shortcomings of the planning implementation.These evaluations not only measure progress but also encapsulate experiences and practices vital for advancing the plan.This paper investigates the critical components in the planning and construction of Beijing′s major river and lake waterfront slow traffic system,identifying these components as evaluative factors.A comprehensive index system is developed,incorporating analytical method ologies such as the Analytic Hierarchy Process(AHP),Delphi method,and Fuzzy Comprehensive Evaluation.These method are integrated into the evaluation process of the waterfront slow traffic system′s planning,yielding a holistic assessment.This comprehensive evaluation objective ly gauges the implementation impact of the planning,monitors progress,and identifies issues in a timely manner.The findings provide crucial decision-making support for construction projects,thereby enhancing the implementation pace and construction quality.Additionally,the study aims to maximize the multifunctional service capabilities of the waterfront slow traffic system.
