水利工程运行管理工作是水利改革发展的突出短板,也是水利行业监督管理工作的重要内容,做好运行管理监督检查工作任重而道远。通过对以小型水库、水闸及堤防险工险段为重点的水利工程运行管理问题进行归纳总结,从强化提升运行管理和以强监督带动强管理两个方面提出对策建议,推动水利工程运行管理水平不断提升。

The operation and management of water conservancy projects is an outstanding weakness in the reform and development of water conservancy,and also an important part of strong supervision in the water conservancy industry.It is a long way to go to do well in the supervision and inspection of operation and management.Through summing up the operation and management problems of water conservancy projects focusing on small reservoirs,sluices and breakwater dangerous sections,the paper puts forward countermeasures and suggestions from two aspects of strengthening and improving operation management and driving strong management with strong supervision,so as to promote the continuous improvement of the operation and management level of water conservancy projects.
