关于加强对供水企业计划用水监管的思考

Thoughts on strengthening supervision of planned water use in water supply enterprises

计划用水是实现用水总量控制、提高用水效率的关键措施,但我国供水企业计划用水监督管理仍然薄弱,梳理各地对供水企业计划用水监管的具体要求,分析各地供水企业计划用水监管现状和存在的问题,借鉴典型城市供水企业计划用水监管经验,提出加强我国供水企业计划用水监管的主要内容和有关政策建议,对于进一步完善计划用水管理制度,强化水资源刚性约束,具有重要意义。

Water planning is the key measures to implement the use of water amount control and improve the efficiency of water. But the supervision and administration of water supply enterprise planning in our country is still weak. It is necessary to comb specific requirements of the planned water use for the water supply enterprises, and analyse the current regulatory situation and problems. Also, it is meaningful to use the experience of typical urban water supply enterprises planning regulation and put forward the specific content of strengthening our country enterprise of water supply planning regulation and relevant policy recommendations. This work is of great significance to further improve the management of the planned water use and strengthen the rigid constraints of water resources.
