摘要
在水电工程项目建设过程中,受各种因素的影响,经常发生非承包人原因导致工期延误,而发包人出于自身发展战略及防洪度汛等要求考虑,要求赶工以抢回工期,确保节点目标实现,从而造成承包人增加赶工费用。以某水电站大坝填筑工程赶工补偿为例,从承包人视角提出赶工费用计算,采用实物量与劳动生产率相结合的计算方法,特别是针对人员加班补偿费、人工和机械降效补偿费用等计算方法,提出了一套行之有效且方法合理、结果相对准确的补偿费用计算方法,可供类似项目借鉴和参考。
During the construction stage of hydropower engineering projects,when met with various factors,delays in construction period often occur due to reasons unrelated to the contractors.However,in consideration of their own development strategies and flood control,project employers often demand to expedite the construction,i.e.,implement project crashing,in order to catch up with the schedule and to ensure the achievement of certain objectives.These demands incur additional project crashing fees for the contractors.In light of this background,this paper takes as an example the project crashing compensation strategies for the expedition of dam construction in a hydropower plant,and discusses the calculation of the project crashing cost.For the cost calculation,the perspective of the contractor was considered,and a calculation approach that attempts to combine the materialistic quantity with labor productivity was adopted.A set of effective and reasonable compensation calculation methods with relatively accurate results were proposed,which included the compensation calculation for overtime payment,labor and mechanical efficiency reduction,etc.According to the final calculation results,the proposed method is deemed appropriate to be used as a reference for similar projects.
