摘要
随着海绵城市建设在我国的不断推进,其呈现出的学科交叉性、功能多重性与系统复杂性使业界认识到构建一套适用于我国国情的、健全完善的配套机制与保障措施体系,对于海绵城市建设的可持续性发展至关重要。通过总结已发布的海绵城市建设相关的指导性文件和技术指南,细述了海绵城市建设在我国的发展历程,分析了我国海绵城市建设的配套机制与保障措施存在的问题:(1)现行的建设模式难以可持续性发展,(2)相关法律法规不够完善,(3)运行维护管理机制尚不健全,(4)资金与激励保障措施不够完善,(5)公众参与度较低等。对此,提出了将海绵理念纳入城市规划建设管理全过程,完善相关运行维护管理机制,加强综合效益评价指标体系构建等技术保障,增加公众参与的广度与深度等建议,以期为我国海绵城市建设、海绵流域管理可持续性发展提供支撑。
With the gradual development of Sponge City Construction(SCC)in China,its characteristics of interdisciplinarity,multifunction and systematic complexity have made us realize that it is necessary to establish a set of solid supporting mechanisms and safeguard measures which are sustainable and suitable for China's specific national conditions.In this paper,we summarize the published guidelines specifically for SCC and sort out its development processes.In addition,the main problems of the current supporting mechanisms and safeguard measures are analyzed as follows.(1)The current construction pattern is hard to support the sustainable developments of SCC.(2)The relevant laws and regulations are incomplete.(3)The operation and maintenance management mechanisms need to be improved.(4)The capital and incentive measures are incomplete.(5)The level of public participation is low.To provide support for the sustainable development of SCC and sponge watershed management in China,we propose to incorporate the sponge concept into the city's overall process of planning and construction management,to improve the relevant operation and maintenance management mechanisms,to strengthen the development of comprehensive benefit evaluation system and other technical supports,and to encourage the public participations.
