基于NQI视角的新型烟草领域标准化工作研究

Research on Standardization Work in the Field of New Tobacco from the Perspective of NQI

针对新型烟草制品的发展现状和监管要求,并对ISO国际标准化组织、CEN欧盟标准化组织、CORESTA烟草合作组织和我国在烟草领域的现有标准情况和标准体系框架进行分析。在此基础上,结合NQI的各要素应用要求,以及标准的引领作用,提出了我国新型烟草标准体系框架思考。建议尽快成立国家新型烟草技术委员会,积极参与国际标准化活动,研制新型烟草标准物质和推进风险评价工作,以推进新型烟草产业的高质量发展。

In view of the development status and regulatory requirements of new tobacco products,this paper analyzes the existing standards and the framework of the standards systems of the International Organization for Standardization(ISO),European Committee for Standardization(CEN),and Cooperation Centre for Scientific Research Relative to Tobacco(CORESTA)and China in the field of tobacco.On this basis,combined with the application requirements of NQI elements and the leading role of standards,this paper puts forward the thoughts for the framework of the new tobacco standards system in China.It is recommended to form the national standardization technical committee on new tobacco as soon as possible,actively participate in international standardization activities,develop new tobacco reference materials and promote risk assessment,so as to promote the high-quality development of the new tobacco industry.
