产业发展,标准先行。谁掌握了标准的主动权,谁就抢得了产业发展的先机。数字音视频编解码技术标准(AVS)是电子信息业的共性基础标准,AVS工作组不断进取,打破了国外标准及专利组织的垄断,证明了自主知识产权标准制定的可能性与必要性。三代AVS标准的制定和大规模产业化,终结了国外向我国视音频行业索取高额专利费的历史,开创了世界标准制定新局面。本文从AVS标准化制度建设、创新标准工作机制、推动国内国外产业应用等多方面着手,介绍了AVS为确保标准的正常推进和产业化落地的实战经验。

Standards go first in industrial development.Those who master the initiative of standards will grab the opportunity of industrial development.Audio Video Coding Standard(AVS)is the common basic standard in electronic information industry.The AVS workgroup has broken the monopoly of foreign standards and patent organizations,and proved the possibility and necessity of developing standards on independent intellectual property.The establishment and large-scale industrialization of third-generation AVS standards have ended the history of foreign countries demanding high patent fees from China’s video and audio industry,and created a new situation of standards development in the world.This paper introduces the practical experience of AVS in order to ensure the normal advancement of standards and the implementation of industrialization in many aspects,such as the construction of standardization system,innovation of standards working mechanism,and promotion of domestic and foreign industrial application.
