智慧城市评价指标体系构建与应用研究——以中新天津生态城为例

Research on the Establishment and Application of Smart City Indicators——A Case Study of China-Singapore Tianjin Eco-city

ISO、ITU、IEC等国际机构,以及住建部、发改委等国家部委都针对智慧城市开展了评价,构建全面系统的评价指标评估智慧城市的水平,但部分指标体系构建主要结合试点评估等具体任务开展,针对具体城市从顶层设计、规划、实施、评估、改进等贯穿始终的智慧城市评价指标还没有普及,各地区都在根据自身特色进行实践和探索。本文重点结合中新天津生态城智慧城市建设,开展中新天津生态城智慧城市指标体系的构建、实施和应用研究,并提出未来实施的建议和展望。

International organizations such as ISO,ITU,IEC,etc.,as well as various national ministries and commissions have established comprehensive and systematic evaluation indicators of smart cities,but some of the indicator systems mainly focus on pilot evaluation.The indicators cover the top-level design,planning,implementation,evaluation,and improvement has not yet been popularized.This article focuses on China-Singapore Tianjin Eco-city Smart City KPI system,discusses the establishment,implementation and application of the smart city indicators,and put forward suggestions and prospects for future implementation of Tianjin Eco-city Smart City.
