时间银行是政府治理、社会调节、居民自治良性互动理念在养老服务领域的具体应用,是积极应对人口老龄化,实现养老资源自我积累和平衡的创新模式,但该模式在我国的整体应用面临困境。本文在时间银行互助养老模式现状及其标准化应用调查的基础上,围绕时间银行互助养老服务体系利益相关方,聚焦其标准化需求,提出标准化工作建议,给出关键标准研制方向,以期从标准化的角度来破解制约时间银行发展的现实困境,促进时间银行互助养老服务的可持续发展。

Time Bank is a concrete application which is a concept of positive interaction from the perspectives of government regulation,social adjustment and residents’autonomy in the field of elderly caring services.It is also a creative mode that positively copes with an ageing population and balances the pension resources and make selfaccumulation come true.However,this mode struggles in a lot of dilemmas while being applied in our country.This article introduces the development status and standardization status of Time Bank Mutual Aid Pension,analyzes their standardization needs,proposes standardization work recommendations,and gives directions for the development of key standards,aiming to solve the plight of time bank’s constraints from the perspective of standardization.Promoting the sustainability and healthy development of Time Bank Mutual Aid Services.
