党领乡村治理是新时代实现乡村治理现代化的必然要求。新中国成立以来,在乡村治理现代化进程中形成了不同类型的党领乡村治理机制,每一种党领乡村治理机制都是党组织基于不同时代发展要求对领导乡村治理具体实践机制的创新与发展。在新时代党领乡村治理实践探索中逐步形成了更加突出政治引领统合、价值观塑造与培育统合、治理网络支撑的这一新机制是新时代的“执政党组织统合机制”。即在党的领导下,在继承动员、吸纳、统领机制基础上,通过政治引领统合、价值引领统合、治理网络统合强化党组织对乡村各种资源的有效整合机制。“执政党组织统合机制”将党组织作为社会治理的主轴,将基层党建与社会治理深度融合,构建了新型乡村社会有机团结机制,凝聚合力推动了“人人有责、人人尽责、人人享有”的乡村社会治理共同体的形成。

Party-led rural governance is an inevitable requirement for the modernization of rural governance in the new era.Since the founding of the People's Republic of China,different types of Party-led rural governance mechanisms have been formed in the process of rural governance modernization.Each Party-led rural governance mechanism is the innovation and development of the specific practical mechanism of leading rural governance by the Party organization based on the development requirements of different times.In the practical exploration of rural governance under the leadership of the Party in the new era,a new governance mechanism has gradually formed,which is more prominent in political leadership integration,value shaping and cultivation integration,and governance network support.It is the"ruling party organization integration mechanism"in the new era.That is,under the leadership of the Party,on the basis of inheriting the mechanism of mobilization,absorption and command,strengthen the effective integration mechanism of the Party organization to various rural resources through the integration of political leadership,value leadership and governance network.The"ruling party organization integration mechanism"takes the party organization as the main axis of social governance,deeply integrates grass-roots party construction and social governance,builds a new rural social organic unity mechanism,and coheres and works together to promote the formation of a rural social governance community of"everyone is responsible,everyone is responsible,and everyone enjoys".
