党的二十大报告明确提出了“广泛践行社会主义核心价值观”的总体要求,深刻阐释了全面推进依法治国的战略部署,将在法治轨道上广泛践行社会主义核心价值观提升到新的战略高度。从法治与社会主义核心价值观的内在逻辑联系来看,循法而行、依法而治是广泛践行社会主义核心价值观的关键所在和必由之路。以嵌入式立法为切入点,深层次融入,全面性贯穿,在制度设计上确保社会主义核心价值观的全领域覆盖;以执法权力的运行为关键点,多方位落实,多维度融合,在过程环节上保证社会主义核心价值观的全方面贯彻;以司法裁判为着力点,常态化结合,精准化运用,在释法说理上确保社会主义核心价值观的全过程指引;以引领示范和法治教育为落脚点,“关键少数”率先垂范,全社会共同参与,在价值共识上增强社会主义核心价值观的全方位认同。

The report of the 20th National Congress of the Communist Party of China clearly put forward the general requirement of"extensively practicing socialist core values",profoundly explained the strategic deployment of comprehensively promoting the rule of law,and raised the extensive practice of socialist core values on the track of the rule of law to a new strategic height.From the perspective of the internal logical relationship between the rule of law and the socialist core values,the key and the inevitable choice to widely implement socialist core values is to follow the law and govern according to law.Taking embedded legislation as the starting point,deeply integrating and comprehensively penetrating,to ensure the full coverage of socialist core values in system design;taking the operation of law enforcement power as the key point,implementing in multiple directions,integrating in multiple dimensions,to ensure the full implementation of socialist core values in the process;focusing on judicial adjudication,combining normalization and precise application,to ensure the guidance of the entire process of socialist core values in terms of interpretation and reasoning;taking leading demonstration and legal education as the foothold,the"key minority"should take the lead in setting an example,with the participation of the whole society,to enhance the all-round recognition of the core socialist values on the basis of value consensus.
