创设“功能性接点”——应对政府治理与社会自治两难困境的中国经验

Create the Functional Joints:China’s Experience in Coping with the Dilemma between Government Governance and Social Autonomy

政府治理与社会自治关系的良性调处,是国家治理的基本维度。针对政府治理与社会自治“收—放”互斥两难困境,我国构建了一种新结构性场域。即跳出政府与社会个体单层关系的限囿,立足于政府与社会个体、政府与社会自治主体“双层”关系的划分,创设了第二类中介——协调政府与社会自治主体关系的功能性接点。驻村干部和社会组织孵化机构等都属于功能性接点。它们的组织形态各异,但在国家治理结构中所处位置和治理属性相同:双向赋能的行动中介、有为政府的策略选择、政社互动的弹性空间。以人民中心理念为政治引领,为功能性接点提供了行动指引;强有力的国家行动体系,为功能性接点提供了组织保证;共建共治共享的社会治理制度,为功能性接点提供了制度支持。

The positive adjustment of the relationship between government governance and social autonomy is the basic dimension of national governance.In view of the dilemma of"centralization and decentralization"between government governance and social autonomy,China has constructed a new structural field.In other words,it breaks away from the limitation of the single-layer relationship between government and individuals in society,which is based on the division of the"double-layer"relationship between government and individuals in society,government and social autonomy subjects,creating the second type of intermediary:the functional joints of coordinating the relationship between the government and the social autonomy subjects.Both stationing cadres in villages and the incubators of social organizations belong to the functional joints.Their organizational forms are different,but they have the same position and governance attributes in the structure of national governance:the practice intermediary of bidirectional empowerment,strategy selection for the promising government,elastic space for government and social organizations.Taking the people-centered concept as the political guidance,it provides action guidance for the functional joints;a strong national action system provides an organizational guarantee for the functional joints;the social governance system of collaboration,participation,and common interests provides institutional support for the functional joints.
